Like everything here, Ballerina, I'm sure it's meaningless!
I think it means to bring forward, rather than put back. Opposite of postpone.
Th either phrase that dries me potty is 'do the needful' I usually enquire if they need toilet tissue!

One of the things I like about National Public Radio here is that it assumes that the listeners are reasonably intelligent and knowledgeable. It rarely uses those tautologies, either.
