At your BMI of only 21.5 are you quite sure that it's weight you want to lose? I would imagine that the only thing that will help your problem is toning and exercise. Even if you do manage to lose more weight, it won't necessarily come from your thighs.

I see you are 57. I'm 60. I was going to tell you how I was your BMI when younger and thought I was a cow but went to WW and lost weight, then gained it and more and then did a study at the U and lost and gained more and so on.
Be happy that you are a pear shape and at your BMI. I am an apple and even though losing some and becoming once again a "fireplug" as a fiend described me, I sometimes wonder if I would prefer to be a pear like you. Most clothes are designed for you. Health statistics seem to favor your body type. Ever try to buy bras that fit? Ever try to buy shirts that don"t hang off your shoulder and still gap at the breast? Pants that fit my waist have many handfuls of fabric in the butt and thighs?
My weight loss was really good at first. I have been in a plateau for a really long time. I'm sticking with it. I go for blood work this week and hopefully that is worth it which is my main motivation. I'd given up any hope of weight loss over the last many years. Nothing worked. This did for a while, and I hope will again.
Women are so abused in the media. Twiggy was it for me. I was normal by today's standards. Here is today's Twiggy:

It took 9.5 months. Check your TDEE again, it seems very high. Mine is a meagre 1391. That's why I fill up on veg and salad. Have you SEEN how many calories are in those lovely bread and potatoes? I know that if I want to stay at this weight I just can't afford to waste calories. Sad but true.
