So far as I know, only in the inspiration section doesn't have a 'reply' button. I have experienced the quick reply not appearing but refreshing screen usually brings it up.

Should be there on most of the forums. If it's missing on a particular forum it may be intentional, but I probably won't remember why

I find it's the last thing to load, so it seems to be absent and then suddenly pops up.
